ABOUT VICTORIA ADULT LITERACY COUNCIL In 1986, a grant from the Texas Education Agency provided funding for the establishment of the Victoria Adult Literacy Council (VALC). The Council was incorporated and received a nonprofit status. A volunteer board of directors adopted a plan to recruit and train volunteers, to recruit students needing basic literacy skills, to match tutors and students, and to provide adequate support to these clients. Community support and cooperation has allowed the Council to provide an ever expanding program of services. The VALC is an affiliate of ProLiteracy America. The Council uses participatory methods to train volunteer tutors to use multi-sensory curriculums developed for teaching Basic Reading students and English as a Second Language to adults. The one-on-one and small group tutoring provided by the Council is individualized, confidential, and free to the adult learner. These techniques and materials are LD (Learning Disabled) friendly and benefit all adult students. Tutors are also trained in English as a Second Language with professionally developed material. Our Mission To increase adult literacy through free instruction and community outreach in order to improve the workforce and raise the quality of life in the Victoria area.
